石碇小鎮親山步道以老街及烏塗溪做為石碇鄉觀光聚落核心，將雙溪口做為遊客入石碇鄉之門戶入口，引導遊客探訪淡蘭古道，打通原如石碇國小及集順廟對外封閉之社區節點後，往烏塗溪沿線，包括淡蘭藝文館、高架橋下、摸乳巷等多處閒置未整理之癈棄空間做地景再造及綠美化，結合休閒步道，使觀光客可更深入接觸石碇自然風貌，在地居民也可獲得休閒遊憩及商機增加二大好處。
