福山宮就是在九份地區供奉土地公的寺廟，管轄範圍可比喻為神界的里長。水金九地區以採金礦著名，土地公廟特別多，主要目的是「拜金」，一方面人們祈求管金的土地公能賜予他們財富，另一方面也祈求土地公能保佑他們的平安。
